El Impacto del Buque-Escuela Juan Sebastián de Elcano en la Política Exterior de España

Abstract

En 1522 el explorador Juan Sebastián Elcano culminó la expedición marítima española que constituiría la primera vuelta al mundo de la historia. Hoy, da nombre al buque-escuela más célebre de la Armada Española, que cada año realiza su travesía hacia puertos clave en todo el mundo con dos misiones principales. En primer lugar, se encarga de instruir a los Guardias Marinas de la Escuela Naval Militar durante su tercer curso de la carrera. En segundo lugar, es un símbolo de representación nacional y ha sido galardonado como el Mejor Embajador de España en el Mundo. Esta combinación de su misión educativa, importancia histórica, y función diplomática, genera una percepción positiva del país, y convierte al buque en un importante activo de la política exterior y difusor de la marca España.

En este trabajo se analizará la relevancia de esta figura como actor en las Relaciones Internacionales de España en sus 95 años de historia. Para ello, se evaluará su papel como “embajada flotante” y apoyo a la Acción Exterior del Estado en los territorios donde recala. Además, se emplearán testimonios de alumnos de la Escuela Naval Militar, oficiales, y marineros, recogidos a través de entrevistas, y así comprender en detalle qué actuaciones se llevan a cabo para atribuir al buque su condición de embajador.

In 1522, the Spanish explorer Juan Sebastián Elcano completed the expedition that would become the first circumnavigation in history. Today, he lends his name to the most famous training vessel of the Spanish Navy, which every year embarks on its voyage to key ports around the world with two main missions. Firstly, it is responsible for instructing the Midshipmen of the Naval Military School during their third year of studies. Secondly, it is a symbol of national representation and has been recognized as the Best Ambassador of Spain in the World. This combination of its educational mission, historical importance, and diplomatic function, generates a positive perception of the country, and makes the ship an important foreign policy asset and promoter of Spain’s brand.

This paper will analyze the relevance of this figure as an actor in Spain's International Relations in its 95 years of voyages. To do so, its role as a "floating embassy" and support to the State's Foreign Action in the territories where it visits will be evaluated. In addition, testimonies of students of the Naval Military School, officers and sailors, collected through interviews, will be used to understand in detail what actions are carried out to attribute to the ship its ambassador status.
