Merging Knowledge: towards a collectively generated knowledge of fuel poverty

Abstract

La creciente incidencia de la pobreza energética está dando lugar a la aparición de una multitud de medidas políticas para abordar el problema. En el contexto español, las medidas de corto alcance son débiles en su diseño y aplicación, dejando desprotegidos a los hogares vulnerables. Es necesario encontrar nuevas formas de abordar el problema y, sobre todo, de comprenderlo. Sin embargo, hasta ahora no hay investigaciones científicas ni acciones comunitarias que estén incorporando a las personas afectadas por la pobreza energética en el sistema de actores sociales como agentes de reflexión y lucha contra la pobreza energética. Es hora de repensar el papel que éstas están jugando y empezar a reconocer que son poseedoras de un conocimiento exclusivo que se origina en su propia experiencia de pobreza energética. El artículo repasa brevemente la situación de la pobreza energética en España, explica la técnica de Cruce de Saberes y Prácticas en el marco de los enfoques participativos de análisis e intervención social y explora sus fundamentos y principios metodológicos a través de una descripción de su aplicación en el ámbito de la pobreza energética.

The increasing incidence of fuel poverty is currently leading to the emergence of a multitude of policy measures to address the problem. In the Spanish context, short-sighted measures are weak in their design and implementation, leaving vulnerable households unprotected. There is a need to find new ways to address the problem and above all to understand it. However, so far there is no scientific research or community actions that are incorporating the people affected by energy poverty into the system of social actors as agents in the reflection and fight against energy poverty. It is time to rethink the role that the latter are playing and to start recognising that they are the holders of an exclusive knowledge that originates from their own experience of fuel poverty. The article briefly reviews the situation of fuel poverty in Spain, explains Merging Knowledge technique within the framework of participatory approaches to social analysis and intervention and explores its foundations and methodological principles through a description of its application in the field of fuel poverty.
