Abstract: The development of a more competition-oriented and less concentrated market structure in France is colliding with the functioning of the balancing market. The authors offer a proposal to improve the balancing market system, with a view to achieving a more flexible, transparent, and competitive structure, which in turn should lead to more efficient and cheaper service, without compromising the bedrock need to maintain system security.
