Las relaciones entre las Cortes Generales y los Parlamentos autonómicos. ¿Viejos conocidos o grandes desconocidos?

Abstract

En el artículo se abordan las relaciones entre los diferentes Parlamentos Autonómicos y las Cortes Generales, partiendo de una premisa que no es otra que la necesidad de llevar a cabo un reforzamiento e institucio-nalización superando la informalidad y voluntariedad que las presiden, buscando cauces para poner en común las experiencias propias. Se analizan igualmente los instrumentos que la Constitución española recoge, tales como las proposiciones de ley autonómicas o la figura de los senadores de designación autonómica al tiempo que se reivindica el papel del Senado como Cámara territorial que debe ser el escenario y el motor para potenciar esas relaciones en el entendido de que éstas en un Estado compuesto como el nuestro se realizan en pie de igualdad y desde la necesaria lealtad y cooperación entre las diferentes fuentes de producción normativa.

The article addresses the relationships between the different Autonomous Parliaments and the General Courts, starting from the premise that there is a need to strengthen and institutionalize these relationships, moving beyond the informality and voluntariness that currently preside over them, and seeking ways to share their own experiences. The instruments provided by the Spanish Constitution, such as autonomous legislative proposals and the figure of the autonomously appointed senators, are also analyzed. At the same time, the article advocates for the role of the Senate as a territorial chamber that should be the stage and the driving force to enhance these relationships, understanding that in a compound state like ours, these are carried out on an equal footing and with the necessary loyalty and cooperation between the different sources of normative production.
