Perturbar la opinión pública a través de twiter: algoritmos, bots y titiriteros

Abstract

El capítulo analiza el papel de Twitter como espacio público donde algoritmos, bots y actores organizados pueden distorsionar la conversación democrática. Se estudia el potencial subversivo de las redes sociales y cómo afectan a esferas sociales, económicas, culturales y políticas. La autora distingue entre el impacto de algoritmos opacos, la manipulación automatizada mediante bots y la instrumentalización de campañas políticas. Asimismo, se abordan los límites de la autorregulación empresarial y la necesidad de marcos normativos que garanticen transparencia y rendición de cuentas. El texto concluye advirtiendo que la censura excesiva puede convertirse en un remedio peor que la enfermedad, y que la defensa de la democracia exige equilibrio entre libertad de expresión, veracidad informativa y responsabilidad estatal sin caer en intervenciones indebidas.

This chapter examines Twitter’s role as a public sphere where algorithms, bots, and organized actors can distort democratic debate. It explores the subversive potential of social networks and their impact on social, economic, cultural, and political spheres. The author distinguishes between the effects of opaque algorithms, automated manipulation through bots, and the instrumentalization of political campaigns. The discussion also highlights the limitations of corporate self-regulation and the need for legal frameworks ensuring transparency and accountability. The chapter concludes by warning that excessive censorship may become a cure worse than the disease, and that safeguarding democracy requires balancing freedom of expression, truthful information, and state responsibility without leading to undue intervention.
