Eficiencia del gasto público de las Comunidades Autónomas Españolas : un análisis cuantitativo
Abstract
Con la firme convicción de la necesidad de seguir estrategias de toma de decisiones basadas en datos que se inicien a nivel autonómico, este trabajo hace un estudio en del panorama educativo español, a nivel nacional y a nivel regional, con el propósito último de estudiar la eficiencia de las inversiones de 17 Comunidades Autónomas en el sector educativo. Los resultados, extraídos utilizando la metodología DEA (Data Envelopment Analysis) aplicada en el entorno de programación R, apuntan a que tres Comunidades Autónomas logran los mayores niveles de eficiencia: Comunidad Autónoma de Madrid, Comunidad Foral de Navarra y La Rioja. Para ello, se ha tenido en cuenta las dimensiones de i) cantidad, aproximados por la tasa de logro de educación terciaria, ii) calidad, estimados por las puntuaciones de PISA en matemáticas generales e iii) inclusión, aproximada por la tasa de desempleo juvenil. Estas conclusiones, si bien no pueden considerarse como definitivas dadas las limitaciones del análisis desarrollado, constituyen un interesante punto de partida para posibles trabajos futuros en esta línea. Firmly convinced of the fundamental need to follow data-based decision-making strategies that are initiated at the autonomous community level, this work makes an in-depth study of the Spanish educational panorama, at national and regional level, with the ultimate purpose of studying the efficiency of investments in the education sector of 17 autonomous communities. The results, drawn using the DEA (Data Envelopment Analysis) methodology applied in the R programming environment, warn that only three Autonomous Communities achieve the highest levels of efficiency: Comunidad Autónoma de Madrid, Comunidad Foral de Navarra and La Rioja. To this end, the analysis addresses the dimensions of i) quantity, approximated by the achievement rate in tertiary education, ii) quality, estimated by PISA scores in general mathematics and iii) inclusion, approximated by the youth unemployment rate. These conclusions, although they cannot be considered as definitive given the limitations of the analysis developed, constitute an interesting baseline for future work along these lines.
