Bancos centrales en la crisis financiera internacional : diferencias entre el Banco Central Europeo y la Reserva Federal
Abstract
Durante la crisis financiera global los bancos centrales se vieron obligada a reinventarse, haciendo cosas que nunca habían hecho y empleando métodos que nunca habían empleado. Por esto mismo resulta interesante estudiar sus actuaciones durante este periodo. En concreto, analizaremos cómo actuaron la Reserva Federal y el Banco Central Europeo. Optar por ellos no es casual. La Eurozona y los Estados Unidos son las dos principales economías mundiales, sin embargo, su naturaleza, como es evidente, es muy distinta: la primera es una unión monetaria mientras que la segunda es un Estado. Esta dualidad de similitud (en relevancia económica) y diferencia (en naturaleza) constituye el sustrato perfecto para una comparación fructífera. Ambos bancos buscaban estimular la economía y solventar los problemas en los mercados financieros. Para ello, los dos hicieron uso medias no convencionales; no obstante, el tiempo, los objetivos concretos y la forma de emplearlas fue muy distinta. Estas diferencias pueden explicar por qué los Estados Unidos y la Unión Europea se recuperaron de la crisis de forma distinta. During the global financial crisis, central Banks around the world had to reinvent themselves, doing things they had never done before and using methods they had never used before. For this matter, it is especially interesting to analyze how they acted throughout this period. More precisely, we will look at the Federal Reserve and the European Central Bank. Choosing these two banks is not trivial. The Euro Area and the United States are the two biggest economies in the world; however, their nature is far from similar: the former is only a monetary union, while the latter is State. This duality of similarity (in economical relevance) and difference (in nature) makes up for a particularly fruitful comparison. Both banks tried to stimulate their economies and solve the freezing of the financial markets. To do so, they used non-standard measures. Nevertheless, their objectives, the timing of their actions and the manner in which they implemented to those measure are not the same. These differences may help explaining why both economics recovered differently from the crisis.
