Bancos Centrales y la credibilidad de la politica monetaria : diferencias entre el BCE y la FED
Abstract
El presente trabajo analiza la evolución sufrida por los bancos centrales raíz de la crisis de 2008, en particular, el Banco Central Europeo y la Reserva Federal. Para ello, se ha analizado qué es un banco central y cómo opera. Asimismo, se han estudiado las instituciones norteamericana y europea, las respuestas dadas a la crisis por medio de sus políticas monetarias, y el impacto de estas en sus respectivas economías. Tras haber analizado estas, marcadas por el agotamiento de los instrumentos tradicionales, se ha atendido a una herramienta de política monetaria concreta, la forward guidance, que pone en valor y también en juego la credibilidad de los bancos centrales. El trabajo concluye que esta herramienta cobrará relevancia con la necesaria reorientación que precisan los bancos centrales fruto de las severas medidas tomadas en la última década. This paper analyses the evolution of central banks’ monetary policy implemented in order to face the 2008 crisis, in particular, the European Central Bank and the Federal Reserve. In order to do so, the paper starts by stating what a central bank is and how it operates. Afterwards, the North American and European institutions are studied, as well as the responses given to the crisis through their monetary policies, and the impact of these on their respective economies. After having analyzed the policies implemented and concluding that it results in the depletion of the instruments of conventional monetary policy, a more exhaustive approach on the term credibility is made by examining the innovative and unconventional monetary policy tool “forward guidance”, which does not only make use of the credibility of the institution but puts it stake by doing so. The paper concludes that this tool will become relevant with the necessary upcoming reorientation of central banks course of action as a result of the severe measures implemented in the last decade.
