EL PROBLEMA DEL ACCESO A LA VIVIENDA EN ESPAÑA Y LA REFORMA DEL RÉGIMEN DE LA VIVIENDA SOCIAL COMO SOLUCIÓN

Abstract

El alza en las rentas de alquiler y la insuficiencia del mercado para resolver el problema de acceso a la vivienda al que se enfrenta la sociedad española hace preciso plantear cuál es la más eficiente fórmula de intervención por parte de los poderes públicos. En la presente investigación analizamos la evolución del mercado de la vivienda en España, los factores determinantes del aumento de las rentas y las causas del fracaso del modelo de vivienda social en nuestro país que se mantiene hoy en día en niveles irrisorios. A partir de una comparativa europea y un estudio de sus modelos de vivienda social proponemos la eliminación total de la vivienda social en propiedad y su sustitución por un sistema de rotación de vivienda pública en alquiler a efectos de evitar la pérdida de recursos públicos mediante su privatización.

The rise in rental rents and the inadequacy of the market to solve the problem of access to housing faced by Spanish society makes it necessary to ask what the most efficient formula for intervention by the public authorities is. In this research, we seek to analyze the evolution of the housing market in Spain, the determining factors of the increase in rents and the causes of the failure of the social housing model in our country, which remains today at derisory levels. Based on a European comparison and a study of its social housing models, we propose the total elimination of social housing ownership and its replacement by a system of public rental housing rotation in order to avoid the loss of public resources through privatization.
