Abstract
El presente trabajo examina de forma exhaustiva el impacto de las políticas
proteccionistas implementadas durante la primera legislatura de Donald Trump (2017-
2021) en las empresas multinacionales cotizadas en Estados Unidos. A partir de un
análisis histórico del proteccionismo, se detalla cómo los aranceles de las secciones 232
y 301, la renegociación del NAFTA (North American Free Trade Agreement) en el
USMCA (United States-Mexico-Canada Agreement) y la política Buy American
reconfiguraron el entorno competitivo y la estrategia empresarial, incluyendo los
controles sobre inversiones extranjeras y exportaciones tecnológicas.
El análisis destaca cómo el aumento de aranceles y los requisitos de contenido local
generaron un incremento de costes, reconfiguraron las cadenas de suministro y alteraron
los márgenes operativos en sectores clave como la automoción, la siderurgia, la
maquinaria pesada y la tecnología. Se presentan casos concretos de multinacionales como
Nucor, Ford, Caterpillar, Boeing y Qualcomm para ilustrar cómo cada una adaptó su
estrategia para mantener la rentabilidad y gestionar los riesgos regulatorios. El trabajo
concluye que las medidas proteccionistas obligaron a las multinacionales a replantear su
equilibrio entre eficiencia y resiliencia, priorizando la producción nacional, el
cumplimiento normativo y la diversificación de proveedores. This study provides a comprehensive examination of the impact of protectionist policies
implemented during Donald Trump’s first term (2017-2021) on publicly traded
multinational companies in the United States. Starting with a historical analysis of
protectionism, it details how tariffs under Sections 232 and 301, the renegotiation of
NAFTA into the USMCA, and the Buy American policy reshaped the competitive
landscape and corporate strategies. It also covers the expansion of investment controls
and technology export restrictions as part of the new regulatory framework.
The analysis highlights how these tariffs and local-content rules increased costs, forced
reconfigurations in supply chains, and squeezed operating margins in key sectors such as
automotive, steel, heavy machinery, and technology. Case studies of Nucor, Ford,
Caterpillar, Boeing, and Qualcomm illustrate how each company adapted its strategy to
manage regulatory risks and maintain profitability. The study concludes that these
protectionist measures compelled multinationals to rethink the balance between
efficiency and resilience, placing greater emphasis on domestic production, regulatory
compliance, and supplier diversification.
