Inmigración y crecimiento

Abstract

Pasando del análisis del PIB nominal al PIB real per capita las conclusiones, en términos del impacto de la inmigración en el crecimiento, varían radicalmente. Por ejemplo, en los últimos 20 años el crecimiento de la economía norteamericana en dólares corrientes prácticamente ha duplicado al de la alemana en euros corrientes (124% frente a 69%). Pero en dólares y euros constantes, por habitante, han tenido prácticamente el mismo progreso (+21% vs +19%). De la misma forma, el gran diferencial aparente de crecimiento entre Japón (+6% en yenes corrientes) e Italia (+54% en euros corrientes) queda completamente eliminado medido en términos reales per capita (+4% frente a +6%). Podemos, a la vista de estos datos, asegurar que la inmigración contribuye al crecimiento económico de un país? Sin duda, en términos absolutos sí. Los tres países con mayor crecimiento de PIB en los últimos 20 años, tanto en términos corrientes como constantes (EE.UU., España y Francia) han sido los que han experimentado un mayor aumento de población, proveniente de inmigrantes de primera o segunda generación. Pero si bajamos a la medición del PIB por habitante las conclusiones ya no son tan claras. Alemania, con crecimiento de población prácticamente nulo, ha tenido un crecimiento económico por habitante claramente superior al de Francia, y muy similar al de EE.UU., con crecimientos de población (debidos a la inmigración) significativos. Sin embargo, otros países con incrementos de población también prácticamente nulos (Japón, y en menor medida Italia) no han tenido mejoras significativas del PIB real per capita.Moving from the analysis of nominal GDP to real GDP per capita, the conclusions, in terms of the impact of immigration on growth, vary radically. But in constant dollars and euros, per inhabitant, they have had practically the same progress (+21% vs +19%). Similarly, the large apparent growth differential between Japan (+6% in current yen) and Italy (+54% in current euros) is completely eliminated as measured in real per capita terms (+4% versus +6%). Can we, in view of this data, ensure that immigration contributes to the economic growth of a country? Certainly, in absolute terms, yes. The three countries with the highest GDP growth in the last 20 years, both in current and constant terms (USA, Spain and France) have been those that have experienced a greater increase in population, coming from first or second generation immigrants. But if we go down to the measurement of GDP per capita the conclusions are no longer so clear. Germany, with practically zero population growth, has had an economic growth per inhabitant clearly higher than that of France, and very similar to that of the US, with significant population growth (due to immigration). However, other countries with also virtually zero population increases (Japan, and to a lesser extent Italy) have not had significant improvements in real GDP per capita.
