WHO must remain a strong global health leader post Ebola

Abstract

Este texto de correspondencia defiende la necesidad de reforzar el papel de la Organización Mundial de la Salud (OMS) tras la crisis del ébola de 2014 en África occidental. Los autores reconocen que se cometieron errores en la respuesta inicial, pero advierten contra la tentación de debilitar institucionalmente a la OMS o crear nuevas agencias paralelas. Sostienen que las funciones propuestas para una nueva entidad de respuesta rápida ya existen en mecanismos como la Red Mundial de Alerta y Respuesta ante Brotes Epidémicos (GOARN). Argumentan que los recursos deberían destinarse a fortalecer la división de emergencias de la OMS y apoyar la implementación del Reglamento Sanitario Internacional (2005). This correspondence argues that the World Health Organization (WHO) must remain a strong global health leader following the 2014 Ebola outbreak in West Africa. Although acknowledging mistakes in the initial response, the authors caution against weakening the WHO or creating new parallel agencies. They contend that proposals for a new UN “first responder” body would duplicate existing WHO mechanisms, such as the Global Outbreak Alert and Response Network (GOARN). Instead, they advocate strengthening WHO’s emergency response division and supporting Member States in implementing the International Health Regulations (2005). The authors call for sustainable investment in WHO’s institutional capacity and personnel, emphasizing its indispensable role as the leading technical authority in global health governance. They conclude that reinforcing, rather than dismantling, the WHO is essential for future outbreak preparedness.
