"China, ciberpotencia ¿sin control?": Del binomio controlador-controlado al concepto de shuang-ying (beneficio mutuo)

Abstract

El contenido de esta ponencia se ubica dentro de la sesión del XXXII Seminario Internacional de Seguridad y Defensa que discutirá la creciente competencia de la R. P. China en asuntos de tecnológicos y cómo posicionarse geopolíticamente ante este reto. El contenido de mi ponencia ofrecerá perspectivas para un diálogo con la nueva ciberpotencia que tenga en cuenta las nuevas tendencias en las relaciones globales. Más en concreto explicará un concepto habitualmente empleado por el gobierno y las gentes de China como es el término "Shuang-ying", desde el que poder entrar en un diálogo cultural y socio-político con las propuestas que vienen de China, tanto en el ámbito del 5G como en el de la tecnología de geolocalización y análisis de datos, especialmente en un tiempo en el que es previsible que EE. UU. y China funcionen como potencias autónomas entre sí en estos ámbitos en los próximos años.

The content of this intervention will be delivered within the "32nd International Seminar on Security and Defense", whose 6th session will discuss the growing capacity of the PR China in technological matters and how to face geopolitically this challenge from a European and Spanish perspective. The content of my intervention will offer perspectives for a dialogue with the new ciberpower which takes into account the new tendencies in global relations. More specifically it will explain a concept traditionally used by the government and peoples from China, namely the term "Shuang-ying", through which is possible to enter into a cultural and socio-political dialogue with the proposals that come from China, both in the realm of the 5G technology and in the realm of geolocalizing technology and data analysis, especially at a time when it is foreseeable that USA and China will function as mutually autonomous superpowers in these realms in the next few years.
